The research on the appraisal to the road lighting quality should use luminance standard and small target visibility level which are more conform to the human eye visual characteristic. Illumination standard is propund in our country for the advantageous of convenince in survey and computation. And luminance standard conforms to the human eye's characteristic more than illuminance standard, but the visibility level design method which had considered the multitudinous factor, much more conforms to the visual science.Computation these road lighting index is very complex with the value or the graph method. The existing metering equipment and the measuring technique cannot satisfy our operation requirements, it is very necessary to seek a new convenience feasible method to estimate luminance, luminous intensity and disable glare.This paper has studied the relations of image chromaticity grayness Ir,Ig,Ib, chromaticity R,G,B, and three stimulates the value X,Y,Z. This paper simplified the parameter number, and finally expression image chromaticity grayness Ir,Ig as the function of luminance. Through this mathematical model, we may use the method estimate luminance by photographs. Moreover, the paper has also studied the lens image formation principle, through its geometry relations, has discovered the method to estimate luminophor's projected area in survey direction. Then based on the estimated projected area, we may further the approximate survey luminous intensity and the value of disable glare.This research indicated that, we may approximate road lighting through photograph on the path with the digital camera, and uses software analysis picture, calculate luminosity parameter.
