With the fast development of traffic foundation facilities and transportation industry, overload becomes worse, which destroyed the road seriously, threatened to the safety of travel and influenced the transportation market badly. How to proceed feasible, valid, sustainable and economic disposal is a problem that we have to pay attention to urgently.This paper analyses the positions and related benefits among the government, highway manager and conveyancer, studies the mechanism of overload based on the principle between work and energy. Overload is a kind of over consuming highway public goods(or half-public goods) behavior, which brings negative utility, the profits is a depredation from the road immaterial assets, the direct expenses are charged with the highway manager and government; The game models between the government and highway manager and conveyancer are established. According to the present game result, the disposal of overload should put forth effort to lower the disposal cost, increase the managers' encourages, and appropriately adjust the punished coefficient y, reduce the profits of overload from the mechanism of overload. The principle of overload disposal is put forward. The current disposal methods of concentrating disposal and toll-by-weight are analyzed.The value engineering theories is lead into in overload disposal strategy. Paper analyzes the rationality of the value engineering applied to dispose overload, build the system applied VE method to estimate overload disposal method, make sure basic elements of overload disposal value as disposal function, disposal cost and disposal efficiency (disposal value), and put forward to the estimate principle of disposal methods; deal with the function parameters, analyze the quantity of disposal function and cost, complete to realize value. Finally aiming at the overload disposal about Ping'an-Xining speedway, the disposal values of toll-by-weight and concentrating disposal are analyzed comparatively.
