In recent years, with the development of highway network, the safety problem has become more and more important. But companies haven't give enough attention to highway's planning and design's safety control. Safety audit in use is lack of technique support at feasibility study stage; It mainly depends on expert's experience using qualitative analysis and focus on single factor that is different from the actual traffic safety. All these problems decreases safety audit's function. This paper is just written under this background.First, the paper determines the scope of research, including Level 1 and Level 2 Arterial Highways, in which level 1 is more important, it is mainly application in the feasibility study stage.Second, the paper analyzes the characteristics of arterial highway planning, design considerations and its effect of existing security problems, and then analyzes arterial highway's traffic operation characteristics through actual investigations, summing up the corresponding road network planning, highway design standards and research.Third According to Jiangsu and Anhui provinces'accident statistics, the paper takes deep analysis of the accidents'overall characteristics and determines the planning, design impact forms of the safety in arterial highway. And then it diagnoses black spots, and divides them into seven categories. For each category it determines the main planning, design aspects and main factors of each aspect.Fourth, based on the domestic and international norms, standards and related research results, take planning, design indicators from accident black spot as most important indicator, the paper establishs the planning and design's safety applications indicators.At last, the paper analyzes the advantages and disadvantages of various methods of comprehensive evaluation method. The paper chooses entire first and emphases second way as the appropriate model for arterial highway safety comprehensive evaluation. It uses fuzzy evaluation method for entire evaluation and checklist method for emphases evaluation.And taking G312 for example to test the research result. .
