Highway is the basic establishment of traffic and the postulate to promote the nation's economy and enhance the living standard. The design of the embankment is beyond the ability at present, which has taken up a mass of land resource. Thus people are now attaching more and more importance to the height of the embankment. In this article, we investigate from the dry-wet type, from the cause of design and from other untechnical factors to see how the embankment is made higher. We talk about the problem which could be easily found on making it higher, and the affection it may cause to the economy, environment and traffic. We analysis the benefit brought by the lowering of filling the embankment and also the consequent matters. Finally we found out it is feasible to lower the height of embankment. From the economic point of view, we see the rationality of taking up the land resource. Thus we set up two different cirs on both centralized soil-driven and divisional soil-driven. And models based on the relation between the height of embankment and the taken-up earthwork, another built on the relation between the height of embankment and the area of land taking. Meanwhile, we make two models after research on signing the land charges and the saving charges after lowering the height of embankment. According to the different height of it and also the analyse on the relative fees to land resource, we finally found out the approach to radicate the height of the embankment .The assured steps of the reasonable design of embankment can be a good reference to design the embankment in the near future. A serious of analyzed matrixes on economy can also be put into comparing among different schemes on economic benefit in this period of time. We are alarmed according to the area of land taken up by different height of the embankment that, we had better take this far-between resource into account in design, knowing that it is the long-term benefit to our nation's economy.
