Since 90's, our country's urbanization developed so rapidly that the old Urban Planning has emerged many problems. Considering litter about the effects of traffic and the capability of Transportation Facilities is one major reason. Many western countries have begun the Projects Evaluation work about the traffic effects of administrative or commercial construction projects. The Implementing of such measure has taken great effects in works of controlling and improving urban traffic, insuring the normal running process of projects. At 1998, China has demanded that: During the planning or searching phase of any major urban construction projects, the analysis works on traffic effects must be done at the same time. But we are still far behind some advanced countries in making use of advanced theories and technologies doing urban planning. With the developments of advanced analysis and evaluate theories about urban traffic effects, together with the developments of computer technology, the ability of traffic analysis and traffic predication has been improved greatly. This makes it possible that the complex and complete evaluation of traffic effects can be performed.After insight research about traffic impact evaluation of urban construction projects, this paper presented an evaluation method to evaluate traffic effects, which was called"centered by facilities". The evaluated traffic facilities are the center of total investigator, predict and analysis works. We build an architecture, which used to evaluate urban construction project's traffic effects.Its main evaluate contents include many items such as estimation of trip generation, estimation of trip distribution, computation of traveling capability of transportation facilities affected by construct project, the estimation of traffic assignment, background traffic forecasting of transportation facilities, evaluation of transportation facilities'level of service. We presented an analysis method, which distributes traffic based on path.According the presented architecture for evaluating urban construction project's traffic effects, we designed such a computer software architecture that based on workflow and Meta model management. To meet the demands of different type projects which have different evaluate content, process and etc, we use custom workflow to fit the need of custom evaluate process. During the evaluate process, different evaluate model can be choose from. All models can be managed through the way of Meta model.
