| The water conservancy is the basic industries in national economy. "Eliminating disasters and promoting benefits of water"are the ultimate target which human being always fights against water from the ancient time to now. After the continuous endeavor, especially construction of water conservancy since PRC is founded; seven big river basins have formed basically flood-prevention project system and some flood-prevention non-project system. However, with the rapid developments of society and economy, the demand to flood control system in river basin. Therefore, it is very important to evaluate the effect of it. Thus, it can produce its function of "summing up the history, grasping the present, guiding the future ".The paper takes LiaoHe river basin in LiaoNing province as an example and conducts the effect evaluation of flood control system. Main contents of the thesis are as follows:Firstly, arming at the fact of paying attention to the construction and neglecting the evaluation of flood control system, it points out the influence and the necessity of the research.Secondly, it elaborates the elementary theory of the effect evaluation of flood control system in river basin, systematically introduces its meaning, basic feature and the function, and emphasizes the main contents about the effect assessment.Thirdly, on the basis of obeying principles of establishing the appraisal target system, it has constructed the appraisal target system according to the rationality of structures, the completeness of functions and the compatibility degree to society and environment of flood control system in river basin and explains the concept of each index.Fourthly, it introduces several appraisal methods and indicates the respective merits and faults. Using the method of entropy values determines index weighing. At the same with it draws up the evaluation criterion of index system. Importantly, it establishes the structure model and multi-index matter-element appraisal model on the effect evaluation in river basin flood control system.Lastly, it arrives at the conclusions of appraisal level of each period effect evaluation of LiaoHe river basin flood control system and analyzes the evaluation result. It further points out its deficiencies and also proposes the corresponding corrective measures. |
