The Construction And Method Study Of Application On Integrate-benefit Evaluation-Index System For Water Conservancies

Water conservancies are significant infrastructure for economic and social development, evaluating the integrate benefits of water conservancies, in an all-round, scientific and systemic way, is the sticking point for the exertion of the projects'function.This paper begins with the status quo of water resource and the crisis of water resource, then it expatiates the significance of water resource in the development of national economy. On the base of analyzing the status quo of water conservancies in our country, this paper points out the main problems, and emphasizes that the lack of a set of scientific and rational evaluating method is the most vital reason for all the problems. After summarizing the researching fruit and successful experiences home and abroad, this paper puts forward that the government should evaluate the integrate benefits of water conservancies, conducting within the sustainable development theory.On the base of analysis, this paper expatiates the birth and development of the sustainable development theory, its basic conception and meanings. It summarizes its basic principles and explains the relationship between the government and sustainable development. Then it points it out that government is the main propellent of sustainable development. Finally it concludes that government should not only attach importance to the economic benefits but also to the social and environmental benefits. In order to show the integrate benefits of water conservancies totally, this paper figures out that a set of integrate benefits evaluation-index system should be established. After defining the gists and basic meanings of the evaluation-index system, this paper brings forward 30 evaluation indexes from the perspectives of economic development, social progress and environmental harmony. At the same time, it also brings forward a set of calculation method for evaluating integrate benefits.In conclusion, this paper applies the evaluation-index system and calculation method to the project of Hengshui Lake Reservoir, Practice application indicates that this evaluation-index system and calculating method can analyze quantitatively the relatively advantage and disadvantage of water conservancy projects, and it can provide the basis for government decision.
