Study On Management Mode Of Highway ETC Network Of The Changjiang River Delta

In answer to the requirement of the Changjiang River delta economic integration to the transportation intergration, helping the construction and development of three hour city circle of the Changjiang River delta, the Shanghai city,Jiangsu and Zhejiang province together put forward an object to construct highway toll collection network which uses an united toll collection. At the same time, heavy traffic requirement and the study that the three provinces processed on Electronic Toll Collection (ETC)network each made it inevitable to apply the ETC technology in highway toll collection network of the Changjiang River delta. technically, the application of ETC in highway toll collection network is mature. Thirty percent of equipment with seventy percent of management, one the base of technical maturing application, technical measure is more important in interconnected toll collection's management .The management mode of highway ETC of the Changjiang River delta was studied in the paper.Highway ETC network of the Changjiang River delta spans two provinces and a city, its scale is a leading card in domestic highway toll collection network. But now, there is a blank of research and application in domestic interprovincial highway toll collection network. Although there has been large-scale application of ETC network abroad, but because of different economic system, its application environment and operation-management system is not fit to domestic fact. So, management mode of Highway ETC network of the Changjiang River delta has no reference in the congener project, also in overseas successful experience, therefore, we can but find another way.From point of view of application, based on the principle of practicability,feasibility,rationality and forecast, using the theory that economic foundation decides the upper architecture, starting from the innovation of social democracy market economic system, through the analysis of the Changjiang River delta economic development , combined of the understand in highway toll collection network,financial and telecom field of different provincial highway toll collection network, the management system and the liquidation mode which are the most important in management mode and ETC network project which has crucial impact on the two aspect were studied and discussed deeply.In highway ETC network of the Changjiang River delta project, the network actualization environment,the network representation form and the critical technique were studied and analysised. It decided that the completely interconnected toll collection environment in which one vehicle has one united card and the settlement is finished in one time was fit for highway ETC network of the Changjiang River delta. The project that highway ETC network of the Changjiang River delta can adopt a mode in which a united liquidation center is set up was put out.
