The Study On The Value Of Water Environmental Capacity Of Fuyang City

The theme of the paper is the study of the value of water environmental capacity, also taking Fuyang city as an example to calculate its value of water environmental capacity. As a kind of natural resources, Water environmental capacity had been used free for a long time while the economy and society developed quickly .The more the water resources were exploited, the more obvious the problem of water resources scarcity became. The main study results of the paper are as follows:(1) The paper analyzed the characteristic of water environmental capacity from the current study, and summarized the calculating models of water environmental capacity of river.(2) Based on summarizing value theories of natural resources, such as western utility value theory, Marx's labor value theory, ecological environment value theory, value project value theory, etc., the content and form of the value of water environmental capacity was accounted, putting forward the value of water environmental capacity included natural value, additional artificial value and rare value, in forms of exists value, social economic value and ecological value.(3) Besides, the paper had set up comprehensive value appraisal model to calculate the value of water environmental capacity, and had carried on the discussion of utilization of water environmental capacity by payment. Comprehensive value appraisal mode is a kind of social amount of labour formed with various kinds of efficiency of water environmental capacity as benefit measuring value in comprehensive benefit of water environmental capacity, and change into a calculation model of monetary quantity, the indirect value of environmental capacity of reflection water.(4) The value of water environmental capacity of Fuyang city had been calculated by comprehensive value appraisal model on the basis of its water environmental capacity. The analysis result was comparatively rational. At the same time, the paper had pointed out brief suggestions on how to exploit and protect the water environmental capacity of Fuyang city.
