Beijing government began to plan the construction of Green isolating areas in 2000, and so far it has gained a great achievement. Six districts were involved in the first green area, including Chaoyang district, Haidian district, Fengtai district, Shijingshan district, Changping district and Daxing district. Though each district government has been building Green isolating areas according to the city plan accurately since 7 years ago, the key problem is that current greenbelt management system can not reflect present construction situation, so it is necessary to build a effective and real-time green isolating areas monitoring and management system.By analyzing the present situation and data sources of Beijing green isolating areas, combined with ArcIMS, ASP.NET and database technology, a novel method for dynamically monitoring the virescence data is presented using WebGIS technology. Secondly the technical program of the application system for dynamically monitoring the present construction situation of Beijing green isolating areas is obtained by summarizing the implementation program, and such a system is established. Finally, some key codes and corresponding explanations were given in the view of system development, and take some examples to illuminate the function of this system, especially the function of dynamically prompting and multi-windows operation. Also, the system was validated from the aspect of the practicability by using contrastive analysis method.Functions for dynamically monitoring, managing and various statistically analyzing the construction green isolating areas are realized after the system was set up. A complete set of date manipulation scheme is established to translate the professional point coordinates into visualized data, and it ensures the database is always updated. This system can provide services for management department to master the construction and the change situation of Beijing green isolating areas macroscopically, and supply real-time and accuracy information for each link, including programming, construction, evaluation, etc.
