ISO9000 is good for construction quality unification and keeping up with the international standard.Firstly, the thesis is studied the constitution and implement of the quality management system based on the view of the owner. Quality management arms, quality management organizations, responsibilities of every organization and executing process of the quality management system are mentioned. The testing of the inner quality management and quality improvement steps are consummated.Through the game theory analysis between the owner, social guarantee system and the executive parts, this thesis draws the conclusion on the factors effecting quality management system. There are several effective methods for the owner to improve the construction project quality, such as improving the employer's technical ability in quality specialty, reducing the suit cost of the claim for compensation, increasing the penalty to the executive part. The reform of the government quality supervision system will reduce the quality management cost of the employer and improve the construction project quality. The construction insurance and supervision clear up the responsibilities of each side in the construction project quality management, forming a market-based selection and elimination mechanism, strengthening quality management of all the relative sides of the construction project.
