| Water resources are the fundamental natural resources and strategic economic resources. It is very important to reasonably exploit and effectively utilize and well protect water resources.Weihe River basin, mainly consists of Xi'an, Bao Ji, Xian Yang, Tong Chuan and Wei Nan, and it is the centre of politics, economy and culture of Shaan xi province. With the rapid development of economy and the escalation of social wealth, water pollution has been becoming a more serious issue, making the contradiction of supply and demand of water resources even worse in terms of both quality and volume. To settle this, the effective utilization of water resources has to be given enough attention.Aiming to the water environment of this region, taking the main city Xi'an for example, we analyze the traits of rainfall in this basin. We do statistics analysis on 62 years' rainfall data from 1932-2005 and 377 rainfall records of 2003-2005, and we get the annual rainfall distribution law, rainfall concentration period, frequency of each rainfall volume, frequency of each rainfall intensity and rainfall form to produce surface runoff. Referring to this, we could better utilize rainfall resources.On the basis of analyzing rainfall traits of this region, water demand forecast model is built up. According to the water demand for agriculture, industry and domestics, we analyze the equilibrium of demand and supply of water resources in this basin, the result of the prediction about water resources demand is that, the Shaan xi sub-basin of the Weihe River's water demand quantities are 108.4*10~7 m~3 and 130.8*10~7m~3, the gaps are 32*10~7 m~3 and 52 *10~7 m~3. As a province situated in the east drought zone, the lack of water has been one important restriction for the economic development of Shaan xi. For the sustainable development of the sub-basin water resources, integrate to the situation of the basin some suggestions and measures are come up with.
