Following the fast development of high-rise, there have appeared a large of irregular buildings in pursuit of the type and function diversity. These buildings of complicated shape and changeful model have brought about extremely large challenge to structure engineers, produced important effect to the aseismic function to the structure. Great quantities of tests indicate that there is the fairly good connection between function and deformation index of structure. So in the irregular-plane structure, the designer can control structural behavior following the earthquake effect by function as a variable. Therefore, making the examination about the study of the performance-based aseismic design theory of the reinforced concrete irregular-plane structure has important theory significance and practical value.The paper research in elastic-plasticity in static force of plane irregular structure, discuss the distribution formats of the horizontal lateral forces vary its height and breadth in nonlinear static analysis of plane irregular structure. Then, the capacity spectrum method of the irregularity plane structural performance is explored. The essence of the capacity spectrum method is to build two spectral lines which have the some criterion, one capacity spectral lines is changed from the base shearing force load-roof displacement curve, another spectrum called ADRS spectral lines or demand spectrum is changed from the criterion response spectrum. Put two lines on the same picture, the meeting point is called target displacement or structural Seismic performance point. Then compared the displacement corresponded with the performance point with the displacement allowed value to Judge that if the structure satisfy the seismic resistance demands. At the meantime, the method to build the elastic-plastic demand spectrum used the standard response spectrum in the capacity spectrum is discussed.As to some important structures which have non-homogeneous and unsymmetrical quality and rigidity, since earthquake motions is poly-dimensional and multicomponent, that is to say they have three translational components and three rotational components, so only the one dimensional earthquakes are considered is not enough. The poly-dimensional earthquake motions combined actions should be considered. So this paper discussed structure's bilateral seismic action and the performance-based capacity spectrum method of the irregular plane structure at last, and discussed the worst action direction of structure's bilateral seismic action and the elastic-plastic response spectrum under the action of coupling earthquake.
