Perfect energy efficiency for building designing system is the guarantee, but the factors and rules which influence the energy efficiency for buildings must be recognized to make the criterion and the choosing of energy efficiency methods. The complex climate complicate the research in the hot summer and cold winter region, while it urges analyzing of building energy consumption and, what's more, makes it more important. Heating degree day based on 18oC which is the first index in this paper and Cooling degree day based on 26oC the second one, accompanying with other auxiliary indexes including the mean temperature of the coldest months, the amount heat of winter solar radiation, relative humidity in summer and so on, suggest 8 climatic regions of Chinese energy efficiency for building. The characteristics of each region are depicted in the paper, and the outlines and methods of building energy efficiency are also presented.Generally, improving the envelope's performance is the common method of energy efficiency for residential building. The relationship among exterior walls,exterior windows and roofs in Chongqing is analyzed in the paper, and the influence of solar radiation, mainly focused on the relationship between energy consumption and window to wall area ratio, energy consumption and shading coefficient in all directions, is also in the paper. The results suggest that utilizing and decreasing the solar radiation is an important factor of energy efficiency in hot summer and cold winter region: windows should be southern or northern direction; adopt facility to avoid solar radiation, it is not distinct of Low-E window energy efficiency; optimizing window to wall area ratio. The calculation of limited energy consumption value is under the instruction of residential building design standard; the results suggest the limits of energy consumption in the hot summer and cold winter region, including 58 cities with TMY 2 climate data and cities with no climate data following the regress equations. Reviewing the effect of energy saving in this region, under the instruction, it achieves the target which is decreasing energy consumption 50%.Last, during the process of energy analyzing, uncertain factors to energy consumption are taken into account also, mainly including building shaded by itself, ventilating in the night and cooling and heating period.
