Research On Water Resources Management Problem Of Heihe River Basin

Heihe River Basin is the second largest inland river basin in northwest arid area, it is crucial to preserve the local social economic development and the sustainable development of ecological system of pivot. Qilian Mountain Area is the source of the precipitation and the melting of snow and ice water, the middle reaches of Zhangye City are an important Crop production area in whole basin region and famous grain base in Gansu Province. Ejinaqi situated downstream of the watershed, which has important national defence scientific research foundation and the Jiuquan Satellite Launch Base, Ejinaqi oasis along Juyanhai Delta is the natural barrier that can hinder the sand intrusion and protect the ecological environment. At the same time, which also is the key to relate to local people’s lives, national defense scientific research and frontier construction. However, due to illogical exploitation and utilization of mankind, it brings about the more fierce contradiction mid about supply and demand of water resources, the deteriorating ecological environment and frequent dispute of water between regions.It endanger to the social stability and economic sustainable development of the basin. Therefore, reasonable allocation and efficient utilization of water resources is one of the major strategic issues of Heihe watershed management. Currently, Heihe River Basin water resources management to implement the unified management of river basin and the executive management, with the combination of the most stringent water management system of "three line", "four system", on the one hand, the unified management on river basin can break the disadvantage of multi long flood control management, coordinate the right cross between administrative departments and watershed organizations, between different administrative departments. On the other hand, it can play the positive role of Heihe Rriver Basin Administration, assort the water resources with highly efficient using, arrange reasonable industry, agriculture, life and ecological water, enhance the basin ecological environment and make better the carrying potentiality of water resources.In order to further understand the current situation and management of water resources exploitation and utilization in Heihe River Basin, by combining the research methods of documentary research and qualitative analysis and quantitative analysis to analyze the problem of water resources management in Heihe River Basin in this paper. Firstly combed the theoretical basis(including integrated management theory, external theory and sustainable development theory),to provide the basis for the research of present situation of the management water resources in Heihe River basin development.Secondly, through a combination of qualitative and quantitative analysis of research methods, to analyze the water resources exploitation and utilization situation of Heihe River Basin, the study found that the problem of water resources development and utilization is water resources shortage, the obvious contradiction between supply and demand, irrational structure of water, low utilization rate, water pollution problems etc. Finally, combining with the problems that to be found in the investigation of Heihe River Basin water resources management, including river basin institutions status is unclear,public participation mechanism is imperfect, lack of ecological compensation mechanism, water price is low, and the problem of water rights allocation is not reasonable, on the basis of the patterns of water management for the study of domestic and foreign, put forward the corresponding countermeasure and the suggestion for the above problems, the research results can provide a scientific basis for Heihe River Basin comprehensive construction water-saving society, strengthening water resources management, also can provide a reference for relevant decision-making departments.
