Apart from the congenital reason, water resources shortage is mainly caused by large-scale exploitation and utilization. It has seriously restricted the nation's economical development and social progress. Located in arid/semiarid areas, this phenomenon is much obvious in Hengshui City. Water resources optimization management is the elementary way to ensure the water resources to satisfy the municipal water and the production need. Based on current situation of multi-analysis for the exploitation, utilization, management of water resources, after studying domestically prevalent MAPGIS system, Water Resources Optimization Management Decision Support System for Hengshui City has been developed, helping to solve series of relative problems in optimum allocation,plan prepotency, decision making, etc.This system consists of five structural modules.they are as follows, database, model base, method base, expert base, files base. It also has a friendly interactive interface between person and machine, and helping system. Being integrated from those five bases logically, the whole system can be smoothly and safely operated by different users. It will be much convenient not only for data input, plan, design & use, either by a professional staff or a layman, but also for inquiry, browsing, and printing by decision-making department in government or others. In database module there are two groups of data, one is various fundamental information on physical geography, social economy, hydrology geology, water resources, environment geology and so on, the other is necessary information needed for prediction, simulation, optimization, appraisal of water resource management decision plan. While model module comprises four parts, prediction model, optimized model, simulation model, appraisal model. Each model also includes a series of sub model system. The method module provides algorithm for the above four models, such as the limited unit method, simplex method and so on. In the expert module, each kind of experience, theory, speculation and plan from experts is written down, which provides water resource management people with intelligent service. In the files module there are many national standards, specifications, policies, laws, regulations and local management rules as well as achievements made by predecessors, with its help fast searching for references would be realized for policy-making process.The whole system is developed from GIS, and links charts, articles, tables together harmoniously.
