It is necessary to build up a perfect emergency rescue system of city traffic accidents, which has been investigated and analyzed hard, that the transportation supervisor section can make a judgment, carry on the rescue and the direction word quickly. The reason for the establishment of the emergency rescue system of city traffic accidents is to carry on fast reaction to the abrupt trouble, organize to insurance and rescue quickly and availably, make the abrupt accidents get a quickly valid processing, produce to provide a powerful guarantee for the traffic safety of city, and also reduce the loss of life, property of crowd and nation.This article first, which is in the foundation of foreign existing rescue system structure and its existence questions, proposes the emergency rescue system of city traffic accidents organizational structure and its corresponding word mechanism. Second, through analysis in whether uses the rescue in the accident situation, it shows the necessity of the rescue by the influence degree of the traffic accidents delay. Then it studies the path travel time and provides the basis for the establishment of the value of road behind. Third, it takes the multi-accidents multi-responses as the principle for the rescue resource distribution to analyze the questions existed in the resource distribution of the general traffic accidents plan model, and to construct the new rescue resource distribution model, which also be simplified, by the introduction of probability expression. And it enhances efficiency of the Dijkstra algorithm by reducing the aspect of network hunting zone. Last, it takes Supermap Objects as the foundation platform and Visual Basic 6.0 as the development tool to establish the emergency rescue assist system of city traffic accidents based on GIS.
