Vehicles always have high speed and large inertia as running in highway. In the event of traffic accidents, chain accident will happen possiblely and result even greater danger if can not be rescued in time. The highway traffic accident emergency rescue system is not perfect in china, as the highway network has basically taken shape, the safe operation of the highway is even more important.The paper try to save rescue time of workers and improve aid efficiency in drder to reduce casualties caused by accidents, road congestion, traffic delays, and ensure the traffic keep safe and smooth by research highway traffic accident emergency rescue time model and rescue site layout.The paper constructs highway traffic accident emergency rescue time model and rescue site layout model by using sub-study and focus methods model on the base of safety theory, mathematical modeling theory, operations research theory, traffic flow theory and logistics distribution center site theory.And also, it relied on Chongqing highway traffic accident emergency system research which is traffic technology projects of Chongqing City Traffic CommitteeTransport and combined Chongqing highway traffic management and operational mechanisms.It improved operating procedures and operational mechanisms of highway traffic accident emergency rescue system by research.Accident rescue was divided into four grades on the base of the number of casualties in the burst accident disaster,the size of traffic impact,the type of accident, the accident sites and the number of vehicles involved and so on.The rescue time was divided into accident found/report time, reaction time, rescue and clean-up time on-site and restore traffic flow time in order to get the types and numbers of rescue vehicles (equipment),the number of rescue, the plug-density of traffic flow, the disdance from accident point and rescue point, the average vehicle speed when the raffic flow tends to zero, the vehicle number of One-way road, normal flow rate, flow rate after the traffic control and vehicle leaving rate after traffic accident cleared which is related with highway traffic accident emergency rescue time model; It quantified the highway network division by using radius of the largest service of network relief time and built rescue site laid model based on accident-prone spots and serious accident-prone spots; It corrected model by AHP in considering the influence of highway network structure, road density, network connectivity,total mileage of roads and stability of road traffic flow; At last,it evaluated the program of rescue site layout.
