As urbanization and mobilization, the traffic congestion increasingly serious. Academia and city government have more responsibility on resolving traffic congestion. As the road infrastructures are restricted by the land using in urban centre, congestion charging gets attention as an effective TDM. Congestion charging relates with varies aspects of the city and society, the study on matching policy and measure is significant for adoption and implement congestion charging scientifically.Through reviewing and analyzing the congestion charging implement and test practice , this paper summarizes the objectives of matching policy and measure that are eliminating resistance of implement, avoiding negative influence, maximizing social benefit.In order to get the basic and gist for constituting match policy and measure, this paper analyses the influences on society and economy environment and transport system by congestion charging. The paper studies and calculates the influence on trip active by congestion charging, founds MNL, proposes detailed application and calculates measure of time value in MNL. The paper gets conclusion by calculating that charge reduces the traffic, speeds the moving rate, transfers the overpass traffic out the centre area. Congestion charging optimizes the traffic structure to a certain extent, but not distinguished. It is necessary to integrate the measures of improving public transport and other TDM so as to enhance the traffic structure optimization. Based on public policy study method, this paper emphasizes that government and public are all the active main body, the public participate should be enhance, proposes that the public good is value objective of congestion charging, the correspondence with related policies is the precondition of congestion charging implement successfully.Based on the conclusion of study above, the paper proposes the principles and conditions of congestion charging, and the main content of constitute match policy and measure, including policies that about strategy, management, finance, law and code policy to promote charge project; measures that public participate, fee derating, equity ensuring, strengthen commerce to achieve public good; measures to conformity and optimize the resources of public transport system, parking system and P&T system.
