Nowadays more and more urban planning departments have constructed or prepare to construct the information system based on the GIS urban planning and management. The system contributes a lot to government departments in the course of enhancing the data management and analysis ability, standardizing business process, improving administrative ability and so on.However, during the construction of the system, there are some problems existing, affecting and restricting the further development of this system, including: low efficiency of the system development, serious phenomenon of redundant construction, low flexibility of completed system and lack of unified standards for system data.To address the above issues, this thesis proposes to establish software for urban planning and management information systems. In terms of this idea, software design patterns, steps and goals are raised and software functions are realized according to the targets which can be divided into four parts, including user management, basic GIS functions, the professional GIS functions applied to urban planning and management, and functions for the planning department to provide daily work flow services. The thesis analyses the data needed management by the urban planning and management software, and uses the standards for the construction of Shanghai in the process of database design. Based on the design, two ways, the component and plug-in development are adopted to develop the software. Finally, with the example of Shanghai Lingang New City planning and management information systems, to explain how to use the software for the development of a practical application for urban planning and management of information systems, and sum up the advantages of such development mode :------Reducing the system construction cycle. One aim of constructing theplatform software is to provide a template for the similar system developing. The platform software provides basic functions of GIS as well as some commonly used functions for urban planning and management departments, and some special needs can be further developed on the basis of the software.------Drawing close to the business process. During the designing process of theplatform software, the thought of work flows is implemented and various conditions of planning departments businesses are initially identified. Then in the developing process of a project, the conditions need to be further subdivided and identifiedaccording to the concrete business, thus can better control the circulation of the data in the system.------Unifying data standards. The management of such extensive quantity ofspace and attribute data for the system needs some unified data standards. The platform software uses the data standards from shanghai construction system to standardize the naming of date and constructing of database.------Expanding easily. Customers may develop plug-ins conform to the standardsfor expanding the platform software, thus satisfying the individualized demands during the system construction.
