From 1980s, along with the formation of the concept of environment quality, theEnvironmental Assessment work has been gradually launched in many countries. The mainpurpose of post assessment on environmental impact is to guarantee that in theimplementation of the project all issues decided in the stage of EIA examination is carried outand all the conditions are satisfied. With the method of EIA, the forecasted environmentalimpact caused by the project and the slow-down measure as well as managementcountermeasures can be known to the managers. Grasping the project actual impact,slow-down measure and management validity as well as improvement way, the projectenvironmental impact entire process assessment and the management can be realized. In thelast few years, EIA works also obtain more and more values in our country.First, this paper studied the classification of post assessment on environmental impact,the assessment process and the working routine, as well as the development direction of postassessment on environment impact. On the basis of the studying, this paper carries out EIA onsome actual 220kV high voltage transmission and power transfer project from three aspectsseparately: the natural environment, the ecological environment and the social environment.With the method of AHP, this paper decomposes the object studied into different compositionfactors, and these factors are arranged into certain levels according to subordinate relations.Thus the hierarchical structure is established. Each of the factors on the same level iscompared with each other, and the relative importance of each level is described quantitatively.Finally the weight of each factor on each level is determined by way of mathematics method.At present, most papers using AHP method are limited in obtaining the weight, and no furtherprocessing is carried out. This paper quantifies environmental quality adopting comprehensive indexmethod, combined with each factor's weight obtained by AHP. Accordingly the environmental impactcaused by voltage transmission and power transfer project is able to be reflected more clearly and visually.In the research of post assessment on environmental impact caused by 220kV voltage transmission andpower transfer project, satisfying result is obtained.
