There are many factors affecting the construction of the plot sewage pipe network; from the aspect of theory and practice, they can be concluded as four classes, being economic, safety, construction and maintenance & management. They get in touch with each other and restraint mutually, act on the construction of the plot sewage pipe network together. The dissertation classifies the factors into seven material indexes, so depicts the plans' properties, and builds evaluation index system.Considering that there are many fuzzy factors affecting the construction of the plot sewage pipe network plan, the dissertation applies fuzzy multi-level comprehensive evaluation to it. Uses relative grade attachment expressions to formulate for the quantitative factors, and uses Delphi Method to determine for the qualitative ones through project experiences. Uses fuzzy comprehensive evaluation to determine the most optimum blue print of the sewage pipe network, according to the maximum grade attachment rules, the application shows that the model is feasible and applicable for the decision support of the project design and construction.
