As an important part of the drainage system, sewage treatment and improvement play a vital role and have a pivotal position. However, our country has the very prominent environmental problems, mainly because of too many defaults in payment of drainage facilities, for sewage systems a good decision between the "planning, designs, construction, operation" is a fundamental way to improve the sewage system planning and program being implemented in advance. Planning and urban sewage system adaptability and long-term decision-making is an important issue, not only determines the planning and design c-an meet the local sewage requirements, but also affects the process of regional development facilities renovation and expansion, and environmental object achieving. With a scientific evaluation index system of evaluation results through the application and decision-making, the sewage system planning, which is the major infrastructure can be planning ahead, designing appropriate, reasonable investment and the best environmental benefits.The basic content of this article is from the sewage domestic systems planning decisions model, a comprehensive system of planning to determine the impact of cognitive factors, to establish a sewerage systems in urban planning for the comprehensive evaluation system, and then analyze the relationship between various factors, seek a more scientific evaluation methods to achieve the comprehensive and rational evaluation purposes, take reference for decision-making from the perspective of system planning, and at last the decision has been verified through the Sewage Planning of river system in Hefei Sewage Planning.Firstly, this paper discusses the main content of the sewage system planning and principles, identifies the key decision factors in the planning:target needs, planning and design, investment in building, resource use and environmental protection. Secondly choose the evaluation model of the combination of AHP and fuzzy comprehensive evaluation, explain in detail the theory of the fuzzy comprehensive evaluation of AHP and the method to determine the weight of each index element. Thirdly with the characteristics and nature of the sewage system planning decisions, establish a scientific and reasonable three-indicator evaluation system of the sewage system planning, under four criteria level including the target demand, design planning, investment construction and resource utilization & environmental protection,16 corresponding evaluation sub-elements be determined with analysis, each index elements weight calculate for each level, and explain the fuzzy comprehensive evaluation of the application process. Finally, take out an Evaluation of sewage system planning examples-Hefei Pine Creek wastewater system planning, interpret the process of the fuzzy comprehensive evaluation based on AHP, and as an example, demonstrate the feasibility and rationality of the evaluation method in decision-making process in the actual planning, further improve the sewage works scientific decision-making.
