| Nowadays, Voice signal grouping transmitting telephone is widely used, which is based on IP technology. With regards to the guiding line of State Power cooperation, Shanxi Power Company and its 11 electricity supplying subsidiary companies plan to open national wide special service hotline 95598, he will be one of the first batch of Province governmental companies that have such hotline.This paper focused on the implementation process of the service center project of Shanxi Power Company, made research and comparison on equipment and technology from global leading companies and also new VOIP technology, finally worked out the complete solutions for the project. This project displays the application of new technology of AVAYA, which is the globe leading manufacturer in the field of VOIP.This paper made research on AVAYA advanced technology from aspects of making survey, systematical planning, internet supervising, equipment managing, LSP, QOS guarantee, etc. Also it made analyze on VOIP service quality, and it made description on QOS definition, function, and models.Writer of this paper made solutions for the project, attended the foundation, responsible for VOIP arrangement issues of the project. This project will take Tai Yuan city as center under SDH internet situation and covers another 10 cities.
