CAD technology has been playing an important role in manufacture, and become the key factor to win in the ardent competition for enterprises. With the development of Internet technology, CAD technology based on Web provides the possibilities of communication and collaboration for designers. The paper presents a scheme of building mechanical parts information system under ASP structure, which is based on the research of neutral parts library. Mechanical parts information system is just the integral system which is constructed together by enterprises' parts libraries in Internet environment. It combines two mode such as B/S and C/S: Under B/S mode, this system is in the structure of facing services, and provides other enterprise designers to search, browse and download parts model on line; Under C/S mode, this system provides local enterprise designers to edit and manage parts library in Intranet.The paper adopts the technology of CAD, Database and Internet, and makes active explorations for developing and applying parts library in Web Services: In the aspect of system structure, the paper holistically researches the Web Service structure which is around the ASP platform, and partially researches the parts providers' parts library system structure; In the aspect of information integration, the paper researches the parameter modeling technology, and builds the database model; In the aspect of development and application, the technology mainly includes the neutral expressing of model, Web application based on .NET, Web Services and second development of parameter CAD software. The paper finally illuminates its key technology and functions through examples of system implement.
