The powder grid automatic dispatching experienced from dispatching simply by telephone communication to power dispatching system of synthesis automatic equipment monitoring nowadays, but country grid dispatching system has many defect, such as lacking the openness, the poor signal link of the power communication, and the RTU equipment developing of substation is counterpoise. This article analyses the exit mode of country grid dispatching automatic system, and combine with new technology of Intranet/Internet, make out country power grid automatic dispatching system base on Web to solve these problem.The system make off three subsystems: main system, power communication system and substation automatic system. And take the main system base on Web as the keystone. Compared with the traditional system of C/S style, take out to build main system software by typical B/S style, completed the designing of main system, substation and communication of power grid. In the part of main system software designing, using Microsoft Visual C#.NET, ASP.NET, OOP and HTML etc, according to the demanding of main system software, divide the main system into several modules by their function. Discussed the two main function model: data collection module and graph edit module. In the piece of power communication subsystem, compared with optical fiber communication, carrier wave, microwave wavelet, audio frequency etc. And aim at characteristic of country power grid, combine with country grid communication instance, explain the problem in the building of power communication. In the substation automatic system, explained the system function and the whole structure. Combined with the direction of substation development emphasis on designing and researching of no people substation. At last the experiment system shows the feasibility and rationality of the design of the system structure.
