Competency is some potential personal characters relative to effective and excellent job performance, it includes five aspects: knowledge,skill,self-conception,social-role,particularity and motivation. Competency model can help us to distinguish excellent performers from average performers. Competency model technology has been comprehensively used in the Human Resource management system structuring, such as recruiting,selection,training,compensation management and so on, and help develop the organization's benefit. This research focuses on the structure of the Chinese excellent Air Traffic Controller's (ATCer) competencies, referring to literatures, interview, observation, and questionnaire, which results are important for recruiting, selecting, training the ATCers, and benefit for the developing of ATC organization's HR management.Five parts are included in this research:The first part summarizes the concepts of competency, the evolvement of competency, the investigation of the ATCer's competency and the measures of competency. Thereout the operation concept comes into being: the competency is the characteristics that relative to excellent job performance. This part provides the theoretical significance for the next investigation.The second part studies on the model of the Chinese ATCer's competencies by exploratory factor analysis. Through analysis, the competencies of Chinese ATCer include five factors: personality, emotional control, thinking ability, discipline and teamwork.The third part according to the validatory factor analysis, the results show that the five factors competency structural model is best.The forth part discusses the competencies how to affect the two variables: Job Stress and Job Satisfaction by multi-regression analysis. The results show that ATCer's competency has negative affect to Job stress, and has positive affect to Job satisfaction. The fifth part probes into the effect of population variables on the score of Chinese ATCer competencies by One-way ANOVA, SNK and T test.
