The particularity of electric power industry determines the extreme importance of its safety production.It is of great significance for the national economic development,stable social order and People's Daily life to have a safe and stable power system.With the improving degree of automation,the core of safety management transforms gradually from machine and equipment management to personnel management.It is fundamental for effective control of accidents to guarantee the accuracy of operation.The accessment of safety competency can measure security of personnel effectively,which help employees to realize their deficiencies and provide the basis for safety management.This paper chooses employees of the electric power enterprise as the research objects,whose safety competency can be quantified and ranked.The main contents of this paper can be concluded as follows:(1)Through analyzing the relation between competency and behavior and accident,this paper states the role of safety competency in accident mechanism,and constructs an assessment model of safety competency which takes internal factors and external performance of safety competency into consideration,through comprehending the connotation of safety competency.(2)Through analyzing the electricity personnel responsibility,this paper??forward with safety competency internal factors including knowledge,skills,physiology,psychology,attitude,cognition.Questionnaire is designed,focusing on knowledge,skills,physiology,psychology,attitude,cognition.After deleting the incongruent items by analyzing result,the index system of safety competency internal factors can be constructed,including 6 primary indexes and 20 secondary indexes.At last,the assessment model of safety competency internal factors is constructed by applying analytic hierarchy process and fuzzy C-mean clustering analysis.(3)At first,the index system of safety competency external performance is constructed by analyzing workers' safety competency behavior performanced.And then,based on analytic hierarchy process and moving weighted average method,the weight of indexes and time can be measured,realizing the dynamic comprehensive evaluation.At last,safety competency external performances are ranked by the method of Technique for Order Preference by Similarity to an Ideal Solution.Introducing the time-series dynamic theory into safety competency external performance and putting forward with the model of safety competency external performance based on the time-series dynamic theory.(4)Analyzing the relation of safety competency internal factors and safety competency external performance,and weighting the evaluation result of safety competency internal factors and safety competency external performance,which the final score can be gained.(5)The model is applied to 10 employees in power supply.The result shows the evaluation result of safety competency internal factors is consistent with the evaluation result of safety competency external performance,which is consistence with actual,so it means the model is effective and feasible.
