Research On Comprehensive Evaluation System Of Controller Training Based On Competency Model

Training excellent air traffic controllers is one of the basic tasks for the development of civil aviation.The evaluation of controller training is an important work in the process of controller training.As a bridge between teaching and learning in the process of training,the teaching interaction between teachers and students can be realized and the training work can be carried out and the teaching implementation can be adjusted.Aiming at the problem of controller training evaluation,this paper analyzes the problems and shortcomings of current controller training evaluation,and establishes a controller training evaluation system based on competency model,which is used to realize the comprehensive evaluation and data analysis of controller training.First of all,this paper is based on analysis of the air traffic control work with the industry development needs,combined with industry mature system model and the characteristics of experts and scholars of controllers for research,through the investigation and analysis of the important indicators affecting the control work,established the controllers in the index system of competence dimensions and specific indicators.Secondly,the process of training and assessment was analyzed,sort out the relevant design and standard of assessment elements,and established the indicator set of assessment elements.The correlation between assessment factors and ability indicators was studied and analyzed by the expert opinions of teachers,and the transformation from training assessment record to ability assessment was realized.The entropy weight method was used to determine the correlation weight of assessment factors and ability indicators.Finally,the application of the evaluation system and case analysis.This paper introduced the training practice and assessment evaluation process,and used the controller training ability evaluation method in this paper to carry out the practice process evaluation record and data analysis.In this paper,the assessment design and standards in the stage are established,and the assessment factor weights were determined by using analytic hierarchy process.Taking the multi-group analysis and single-person sample data as examples,the evaluation record data was analyzed,and the ability evaluation feedback and guidance were realized through the evaluation system correlation method.In this paper,the problem of controller training evaluation and analysis are studied deeply and systematically.Based on the evaluation method established in this paper,the dynamic and developmental evaluation of training evaluation can be realized,and the integrated development of evaluation feedback and teaching adjustment can be realized in combination with the training process,which is conducive to the effective improvement and comprehensive development of trainees’ industrial ability.
