Recent years, the urban public transport service in China has achieved rapid development. But there still exist problems which cause losses of lives and money as well as service disputes in the practitioners of urban public transport, such as the weak awareness of safety and service, the missing of the professional ethics and responsibility, the low competency quality and so on. Therefore the administration departments of urban public transport pay more and more attention to the management of the employees., who has proposed accelerating gradual improvement of National Vocational Qualifications (NVQ) System in the practitioners of urban public transport in the next five years. The main approach is offering better training and stricter evaluation, selecting the superiors and eliminating the inferiors. However, since the lack of systematic job analysis, so far there is no unified standard about the competency of bus drivers in our country which causes the lack of scientific basis on the permitting, training, examining and dynamic management of bus drivers.Taking the on-the-job administrative personnel and bus drivers from the sixth branch of Beijing Public Transport Holdings as the research objects, this paper made an exhaustive study of Bus Drivers. Then the competency model of bus drivers was set up using an integrated modeling method. The main conclusions are as follows.1. Combining the methods of job analysis, expert discussion and behavioral event interview, an integrated modeling method was designed and implemented in this paper, which was proven to be feasible.2. The position quality of bus drivers was got though investigation. Analysis shows that comparing with indexes involving knowledge and skills, the indexes involving abilities and work-style are more important in the position quality.3. In terms of the length of time and manuscripts of the applied Behavioral Event Interview among the bus drivers, there is no significant difference between the excellent group and general group, which indicates that the interview length has no significant effect on the conclusion.4. The competency model of bus drivers includes10differentiating competencies: Policies&Regulations, Mechanical, Service&Psychology, Self-Control, Communication&Coordination, Active Learning&Summary, Safety Problem Sensitivity, Healthy Attitude, Solidarity&Cooperation, and Attention to Detail. The behavior description of the10competencies is summed up, as well as the weight of them is assigned using the analytic hierarchy process in this paper.5. The paper also gets16threshold competencies of bus drivers:Hazards Knowledge, Public Safety Knowledge, Geography, Information Technology, Emergency Disposal, Energy-saving Driving, Vehicles&Equipment Inspection, Equipment&Environment Monitoring, Medicine&Therapy, Night&Peripheral Vision, Response&Body Coordination, Time Sharing, Focus Ability, Speed Control, Devotion to Duty, Service Orientation.
