The Air Traffic, which conflicts with the limited airspace resource, is growing continuously these years. The congestion of airspace not only threatens the safety of Aviation Transportation, but reduces the effectiveness of the system. Great amount of flight delay resulted from the congestion caused huge economic loss. Airspace capacity evaluation, which is the prerequisite and basis of the implementation of ATFM (Air Traffic Flow Management), lays the foundation for solving the problem of air traffic congestion. Firstly, this paper makes a review of evaluating method on three different types of airspace, namely runway, airport and terminal airspace. A summary of existing simulation models is also done subsequently. Secondly, a hybrid model is proposed after analyzing aircraft's flying characteristics and airspace operation characteristics. A Lagangian Model is discussed to analyze the propagation of air traffic jam. Then the capacity of Area Airspace is deducted according to the condition under which traffic jam will not propagate. The simulation model on area traffic is developed. Based on this simulation model an area traffic capacity evaluation system is designed and realized. Finally, the results of Xiamen Area Airspace capacity is presented, which is also validating the simulation model.
