Semi-rigid base has become a primary pavement structure of high grade highway pavement in our country because of High intensity,distortion resistances and heavy traffic Adaptability. But it has disadvantages,such as pavemeng cracks and moisture damage. We have payed more and more attention to treatment techniques of surface course and intermediate layer between base and surface course for favourable construction bearing capacity ,durability and flooding damage aggressingresistances.It is very important for pavement quality and life to own a prime coat of consolidation ,stabilization,waterprooffing and connection.This paper systematically studied prime coat materials selection,dosage and effect of layer binding based on many theories and experiments . This paper studied the penetration and binding effect of kerosene cutback asphalt,common emulsion and high penetrate emulsion. It also studied the infection of different curing time in penetration and optimal dosage of prime oil .It analysised feature and shortage of different prime coat materials by penetration and interlayer binding effect and provided reference for reasonable application and research direction.It need to evaluate prime coat materials both by penetration and interlayer binding effect.The key is effective penetrating and aim is interlayer binding.Our research shows that the interlayer binding strength wouldn't become stronger along with the depth increasing of penetration.So kerosene cutback asphalt isn't ideal prime coat material because of its bad interlayer binding strength; common emulsion dosen't adapt to prime coat material because it couldn't penetrate effectively both on cement stabilized stabilized gravel and lime and fly ash stabilized gravel;high penetrate emulsion would become a kind of ideal prime coat materials if it has its penetration improved.In the case of kerosene cutback asphalt ,the research shows that the matrix asphalt penetration of kerosene cutback asphalt should be larger than 100 a little.The proportion of kerosene should be as far as small when it meet the penetration.The optimal time of spraying prime oil is not larger than one day after base developed.The optimal spraying dosage should be the largest and should be tested in spot in order to not result oil membrane after prime coat materials being determined.Its spray dosage should be added properly and should be decided by shear test if chips be sprayed.
