Then the thesisanalyzed the using conduction of public service in angles of habitants, governmentand researcher via questionnaire investigation, interview, literature consulting, datastat. and comparing. Then the thesis put forward conforming strategy for publicservice. The thesis put forward the basic route first to make the emphasis andscheduling of the conforming clear, and then put forward conforming strategy of thewhole and each public service.The result of the research demonstrate that the planning and the construction aregreatly influenced by "neighborhood unit" and the "habitation syntheses" theory. Thecommunities didn't change so much, but changed greatly in property, populationstructure and habitation character. Commonweal except educational service have acommon character that density varies a lot, that the grade-system isn't consummateand that the standard is low. Educational services has dense distribution and smallscale. Commonweal has common problems that the holistic level is low, that there isobvious warp between grade structure of the services and the actual using, and thatdistribution isn't so reasonable, and that management is improper. The emphasis toconform should be Commonweal, especially the education services, the healthyservices, the social services. The conforming should be on the base of the reasonableand effective institution. And it should make it clear who will be in the charge, andthat the conforming should be done according to objects and existing condition.In the finality, the problems requiring further studies are discussed.
