The earthquake disaster is a kind of serious nature disaster which can result in a big number of personnel's dead and property loss in a cutty time because of it'abruption. It also can cause the disaster and social disaster of a broad sense. From 1990, our country faces again the active period that strong earthquake rises and falls. So, it is important for alleviating disastrous loss in earthquake in the most degree and guaranting national economy developing right, keeping social stability to deal with the disastrous prediction and prevention work.How to analyze a region's loss level in the future earthquake is important for adopting homologous antidote reduced disaster in present. This paper regards He Bei institute of technology as experimented area and predict the loss of the buildings, indoors property and personnel's dead at the different earthquake degree. Though GIS, I keep the view come out of the sketch. In this paper, by using regionalization analysis of GIS, differ from the earthquake disaster. I give the calculation method and results of the prediction of the loss of earthquake. At the same time, loss of all kinds of building structure, indoor's property and casualties in every place are given. The spatial analysis is meaningful in understanding the distribution of potential earthquake disaster, and convenient for making corresponding protection measures before future earthquake and doing the emergency rescue work after future earthquake.It is convenient for finding out the information of the buildings, indoor's property and the distribution of people which can achieve dynamic renew of data. Though GIS, it can realize connecting the sketch and the attribution and checking each other. The renewal of the data can make sketch renewed though thematic map, attaining the whole system renewed at the same time. Though the example, it can give a method for the whole city dynamic administrate of anti-seismic and disaster mitigation. It is benefitial for realizing static plot into dynamic administrate in anti-seismic and disaster mitigation and achieving the target of connecting the special plot and development of city.
