With the uninterrupted development of residential industry in our country, more and more tall building steel frame structures have been applied. At present, during the designing of steel structure, engineers generally design the joint as so-called "rigid joint", this idealistic hypothesis can simplify the design and analysis process largely. But it can engender large difference between theory and practice. Because the idealistic "rigid joint" and "hinged joint" are inexistent, the stiffness of any connection types is between idealistic rigid joint and hinged joint. In addition, be short of necessary warranty, in our countries current <>only has qualitative prescription, but not quantitative prescription.The present findings of semi-rigid connections, the method for design of beam-to-column connections in the codes from China and other countries, and the character about semi-rigid connections, were brief introduced in this paper. The simulated method of the M-θrelation curve of semi-rigid connections, the computing equation about the initial stiffness and moment capabilities of top and seat with double web-angle connection were discussed.So we design a two spans, three floors steel frame which has top and seat angle with double web angles semi-rigid connections on the base of large quantity of home and alien data, and do the static test of low cycle reverse. And study the behavior energy dissipation coefficient, ductility, equivalent viscoce damping factor, the story drift and so on. Computer simulation of the test with ANSYS8.0 is given. This process includes setting up the proper three demission model, setting the proper material parameters and effective meshing model. After this, the load-displacement curve under single load and hysteretic curve under low cycle reverse load are given, together with comparision of coefficient on ductility and energy dissipation. In addition, rigid steel frame model also has been established and also compare their hysteretic curve and ductility. In the end a conclusion is drawn that this type of frame has ideal seismic behavior and energy dissipation behavior.
