The Study On The Countermeasure Of Urban Flood Control Plan Basing On New Relationship Of Human & Flood

Our country is one of a few countries in the world , which have most serious natural calamities, for it is in the cross of the two major areas (Circum-Pacific belt area , Northern -hemisphere middle latitudes area) in the world , which have more natural calamities. In our country , about over 70% of the big cities , more than half population and more than 75% of the production value in industry and agriculture are distributed in the area with serious flood and these area are endured the threat of the flood calamity in history . On later stage of the 20th century, under the encouragement of the slogan such as"conquering nature and transforming nature, etc", human launched the large-scale engineering construction to renovating rivers: built the reservoir to retaining the flood, built the dyke to prevent the flood from overflowing. But Things go contrary to one's wishes, the deluge goes on and the lost extend continuously.This thesis puts forward the new relationship of person & water on urban flood control strategy by summing up history experience of the flood control in the ancient and the modern cities in our country, paying attention to the new development on international urban flood control, integrating the changes of hydrological situation in our country, which caused by the rapid urbanization development. This thought will make person changing the competing relationship of the human & flood to the harmonize one. On the basis of this thought, a series of new countermeasure and measure are put forward in urban flood control planning on the Master planning lever, including the urban flood control system, flood control standard, engineering measure, non-engineering measure etc. The purpose is that help the city develop sustainable really.
