With the development of information technology, the armies of other countries, headed by the United States are all turning to develope director and equipment management information system on the net, in order to predominate at the future information war. In recent years, within the rules of strengthening the armed forces by relying on science and technology, our army has made great efforts in promoting weapon equipment informatization and many weapon equipment MIS have been designed and used, but these MIS have some shortage. In order to improve the capability of these MIS, follow the trend of future wars on the net, overtake other countries on equipment management informatization, we should search for new technology and method actively in the field of information and design new MIS continually, to promote the sustained development of our army equipment management informatization.This paper analyzes the status quo and future development requirement of our military equipment MIS, combining the fact of grassroots units, the whole architecture of a military weapon equipment MIS based on three-layer B/S structure is presented with the introduction of SQL Server database and .NET technology which is widely popular. The key techniques for system design are studied. VS.net 2003 is used in system development. It is using SQL Server 2000 to establish database and it is using ASP.NET combining VB.NET to design Web application program and ADO.NET connects database. In the process of designing application programs, the method of design with groupware is largely used in the idea of software reusing, to improve the efficiency of design and the expansibility of system.Main function of the system includes user information management, equipment information management, personnel information management, equipment daily management, password modification management, equipment data center. Because of three-layer B/S structure used in system, operating and maintenance is easier on the client side, thereby grassroots need not to assign special persons to learn maintaining client's side software, the system can be used conveniently with the browser. Web database has the on-time-update characteristic, it ensures that sub-teams manage equipment frequently and office carry out supervision and inspection effectively. In addition, the units in geographical difference can work on the net and share information and resource. The running example of the system illustrates that the weapon equipment MIS based on .NET can realize the management toward scientization, the regular practice and standardization which really meets the demand of army equipment management on the net.
