With the continuous development of China's bidding system, Bill-of-quantity model has gradually become the main mode of the current construction of the transaction. Since 2003, Bill-of-quantity model has experienced two amendments,and many scholars have conducted a continuous exploration and research for Bill-of-quantity model and initially explored the theory and methods suitable for China's bidding. However, we tend to deviate from the original intention in the actual process of solving problems and the new problems continue to occur. In this paper, on the base of thorough research for domestic BOQ of bidding and tendering, our tendering and bidding model are modeled and analyzed from the tender and the bidder different angles.This paper systematically expoundes the concepts under the Bill-of-quantity system, tendering procedures and evaluation methods. Then combined with the general procedure of bidding, the tender information and evaluation information into business tender and technical tende in two ways. Each is different tenderer with bidders purposes described.For tenderee to choose the most suitable tender bidders is its main purpose. The Business Standard of bidding price is given and you can choose to filter the underlying technology for this project bidders.but the technical subject of the assessment factors and the weights of the setting is often relatively rough. This article will use AHP and fuzzy comprehensive evaluation method to the process of the comprehensive evaluation method. In BOQ pricing norms, combined with the comprehensive evaluation of the indicators,we create a new index system and comprehensive evaluation model for the technical review of the subject. This model allows the assessment factors and weights established become more scientific and reasonable for different characteristics of tender.Since there is a large proportion of business standard in the assessment process. This is important for bidders to use limited information to grasp the law of offer to increase the tender offer the highest probability score.
