Public buildings are important places for people to live ,produce and engage various activities in cities, where once fatal disasters happened, devastating consequnces with wound and death in group can most easily bring out,which can has s stong impact on social harmonious development.Chongqing is the only municipality directly under the Central Government in the west rigeon,and it has great denseness in population in the whole west regeon. Along with the increasing speed of the west development and the rapid growth of city scale, the safety problem of high occupy public building is becoming increasingly conspicuous.How to improve the ability of public buildings on defending sudden incidents to protect safety of lives and property in the greatest extent becomes a worthwhile research topic.The thesis brings forward the strateges to the safety design of pubulic buildings by the special section character, with the building design standpoint ,especially considerring the result of group casualties by the emergencies.It excoqitates the manipulative factors of enmergencies happened in high-occupied public buildings of the Chongqing city ,with relevant theories of safety system engineering and correlative special knowledge of urban planning, building design,architecture technology, by architecture development current and easily exposed to disaster types of Chongqing, in priciples of comprehension, pertinence, independence and controllability, on the thought of city calamity occurrence and development, and then comes out the main factors by passing an expert evaluation.Based on the safety grade assessment,it discusses the methods, principles and concrete measures of safety control to emergencies.In order to control these main factors, the style and method which meet the fact furthest must be selected firstly, and then the flow in accordance with the architecture production action should be analysed, later the conclusion can be elicited that architecture design phase is the pivotal tache in order to guarant the building safety.So it can be sure that the style of emergencies control should be the prophase control.By using these priciples of precaution fisrt,life safety first,synthetical control ,grade control and science applicability,combining the architecture safety design thought on above analysis, the feasible control strategy of emergencies in architecture are brought out on the ground of essentiality classification assessment,which point out the optimize degree of main factors by control strategies, distinguish them in order of importance and urgency, grasp main antinomy, take a pointed control measures ,then have them qualificated and quanlificated.For projects under planning, architects can adopt effective control measures for emergencies to debase the incidence rate of emergencies and extent of loss in the stage of project design.For the building which had been built up, the architects can take pointed control measures for the emergencies to building weak link to reduce the building calamity risk and advance buildings'resist ability of answering emergencies by the assessment result of risk and essentiality.In the view of research method, the article make use of safety system engineering theory and methods to study the control thought of degrading paroxymal public events, which based on safety grade assessment.The control strategies concluded by the research can provide reference for propelling research and development on relevant fields of building paroxymal events,which is helpful to enhance the ability of disaster prevention and reduction, by promoting making up rationlly urban planning of Chongqing, designing ,using and managing public facilities safety design,bettering the defensive ability that urban buildings answer for paraxymal events,estabilishing city emergency mechanism.
