Highway scheme optimization was a core problem during the highway construction. Because it was very important to highway investment, operating benefit and use quality, national road network planning, national defense. In order to establish a kind of resource-saving and environment-friendly traffic, it was important a higher standard of the highway route selection, to improve highway construction quality and speed. Based on this, in this paper the GIS method and the traditional method of highway scheme design were studied. An Evaluation System and Evaluation Model of the highway, which could harmonize the relationships of technology, economy and environment were set up. The rationality and coherence of the evaluated results and the design of GIS were proved.(1) The highway design methods were studied based on GIS and CAD, in which the highway routes were selected and analysed by the man-machine conversation method based on the specific case. This could enhance the efficiency of design planning and quality, and also could reduce limitations of designers' subjective experience.(2) The scope of evaluation index on the highway routes selection was widened to solve the problems of the traditional route selection. For example, the evaluation system not only introduced the technical standards, economic indicators, but also researched the environmental indicators, so the evaluation system could comprehensively reflect various factors of the routes schemes, so a scientific evaluation system on the highway was established.(3) Two evaluation models were adopted: the improved AHP fuzzy theory and the improved AHP gray relational theory, to study the optimization of highway routes. The results showed that the evaluation models had better consistency and veracity.(4) The GIS design scheme and the evaluated results were fitted, and the contrastive results showed that the method could better determine road alignment, and validate the rationality and feasibility of the designed scheme and evaluated results.
