As economy growing rapidly, the whole amount of the vehicles in Beijing boosts up, especially for the private cars. However, because of limited investigation and resources, the development of infrastructures can't catch up with it. Contradiction between supply and demand became increasingly obvious. The large amount of car travels also have a huge impact on public transport. Public transport mode share rises slowly and the passenger traffic structure is irrational. The above reasons bring about more traffic jams, longer peak time in CBD. Beijing is confronted with a severe challenge on issues of traffic development. Through influencing traveler's behavior, travel demand management has been becoming effective measures to solve traffic problems in many cities in the world, in which Parking Demand Management (PDM) plays an important role in guiding car travel.From the perspective of traffic congestion external cost, the paper analyzes the principle of PDM and explains the status and function of parking charge in TDM. Based on the theory of disaggregate multinomial logit model, the model for analyzing impact of parking charge on travel mode choice is built and the parking charge elasticity of demand is developed. Supported with 2005 travel data of Beijing ,the impact of parking charge with different charging combinations, different charging ways on working travel mode choice and shopping travel mode choice were studied. Conclusions show that adjusting parking charge can influence the car mode transferring to public transport mode in varying degrees. They also show that if the parking charge strategy is implemented with approved public transport service, the effectiveness will be much better.Based on all the discussions, some suggestions are provided for short-time, medium-time and long-time parking charge management.
