Medium And Small Cities Public Participation In Urban Plan Study

The public participation is one kind of democratic idea which emerges with the development and mature of the political civilization and the legal system. The participation of the public in urban plan is the essential demand of urban plan,and it is also the objective requirement of our nation's social development. Urban plan reflects its value by social practices and it is a kind of way in which the city government adjusts the distribution of interest,the nature of itself demands the extensive participation of the public.Under the condition of market economy, The participation of the public in urban plan is good for cultivating socialist democratic politics and constructing a harmonious socialist society.The current urban plan work is impacted by the traditional plan economy, and is seriously intervened by the government. In addition,the rule of law of the public participation is backword. Under the guidance of the correlative domestic and foreign theory, unified our country's social reality, a series of suggestions and strategies that can help to promote and standardize the public-participation institution of urban plan are put forwarded, which should speed up and consummate the legal system construction of public-participation, clearly the Government, planners, the public role and responsibilities, implementing urban planning information disclosure systems, improve urban planning organizations, such as protection of a series of recommendations and measures, and sums up a more complete public participation in urban planning process.
