Public transit priority is considered to be an effective way to solve urban traffic congestion. At present, public transport network problem exists such as network layout is unreasonable and service level is low in small and medium-sized cities more and more. With the acceleration of urbanization process, the residents of small and medium-sized cities continue to extend the trip distance, travel demand increases, showing the diversity of characteristics. If city development can not meet the needs of urban public transportation, it will reduce the attractiveness of public transport, and the development of small and medium-sized cities traffic structure is obviously negative, so it is necessary to optimize public transportation network of small and medium-sized cities, improve the public transport service quality.The transportation planning researchers has done a lot of research on transit system evaluation and transit network optimization, but rarely for transit system in small and medium-sized cities. Base on public transportation network optimization theories and methods from other countries and regions, this paper analyzes the public transportation network and Residents travel characteristics and prediction method of the traffic generated based on the layered distribution for small and medium-sized cities. Moreover, after analyzing the main goal and principles of and restricting public transportation network optimization, the optimization models of public transport three levels are put forward, also with the methods of circuit layout and methods of generating bus optional line, and Tongliang District of Chongqing as an example of the public transportation network to optimize of applied research.This paper introduces the ideas of hierarchical division for big cities in public traffic line network optimization of small and medium-sized cities. The optimization theory to improve the public transport planning must have a guiding role.
