Study On The Planning Strategy Of Small-medium Cities In The Situation Of Population Shrinkage

In the 40 years of reform and opening up,the spontaneous allocation of human resource elements among regions has strengthened the dual differentiation of urban systems.Small and medium-sized cities are faced with a wide range of risks of labor voiding due to the lag in economic development,their attractiveness to the population and their limited radiation range.Therefore,the research on the localization of international “Shrinking City” theory has a realistic soil in our country.The attention to urban development under the massive population shrinkage is also an important part of promoting the process of healthy urbanization in China.This article selects Hunan Province,which is a province with a large population output,as a regional research object.First of all,through two census data in 2000 and2010,it is found that county-level cities show a high loss of population resources.There are 33 county-level cities in Hunan province in which the total population,total population density,total labor force and labor force density have decreased simultaneously.In the migration model,urbanization in situ and urbanization in different places take place in parallel in these counties.The counties with population shrinkage also have a single internal structure,and the population shows a low level of agglomeration.The agglomeration capacity of small-medium cities and towns is not significant.Secondly,after studying the population shrinkage characteristics of geographic units,according to the two perspectives of population and capital,three types can be summarized in small and medium-sized cities: “population taking over”,“labor hollowing-out” and “resource degrading”.Based on the investigation,the contraction process and motive mechanism of Taoyuan County,Shaodong County and Lengshuijiang County were analyzed.The reality picture of the current urban shrinkage was depicted.Third,through a comprehensive review of the planning texts and policy reports of the three typical cities of Taoyuan County,Shaodong County,and Lengshuijiang County,the existing plans were deconstructed and summarized from two perspectives: stage evolution and internal logic.Comparing the international experience,the article comprehensively analyzes the current planning policies and methods,and points out the driving force and short board of its urban development.Finally,this article takes the new requirements of the age of population contraction as the origin to ponder the key issues of urban planning.In terms ofplanning concept,we should re understand the connotation of population indicators in planning and find out the path of dynamic urbanization facing people's needs.In the planning,we should build a comprehensive governance framework for population shrinkage,and make clear the consensus and key of technology from six aspects of strategy,industry,project,space,capital and policy to build the hematopoiesis function of urban development.In the development strategy,we should recognize the objective differences of three types of cities and promote the use of targeted planning means to solve the urban problems and ensure that it will smoothly transition to an energy-saving,environmentally-friendly,fair and inclusive urbanization.
