| Along with urbanization process accelerating, a large number of rural surplus labor into cities, medium or small-scale cities' become a place to gather rural population and an important place to absorb laborers. In this context, at a late start in master urban plan for medium or small-scale cities, because affected by the planning of many internal and external factors, urban plan often face to the embarrassing situation of difficult to implement or frequently revise. Medium or small-scale cities' master urban plan to investigate the implementation process has become a top priority.Since taking into account researched the content of master urban plan being the truthfulness and completeness, the field survey of operability and the results of the value of investigation, the thesis selected a number of medium or small-scale cities' master urban plans which were planned by my professor.After studying about the natural environment and socio-economic characteristics of medium or small-scale cities in the northwest region and the Pearl-River-Delta region, the author founds that there are some serious problems in these cities. These problems include: the impact of the natural environment of urban construction, urban irrational use of resources, slow economic development, low level of urbanization, the need to further optimize the industrial structure adjustment and so on. These problems impact master urban plan effective implementation.In a clear grasping the context of urban development stage, the author through field at taken, visited management departments of urban planning, released the questionnaire of the public to obtain first-hand information. The thesis researches about the four sites of master urban plan. The four sites include: urban quality,urban scale,urban construction and layout. The thesis points out that the differences between master urban plan implementation and urban plan content. In conjunction with the urban economy,transportation,ecological environment,urban policy and other factors, the thesis analysis the reasons for these differences. Through comparing master urban plan and implementation status, I found that there were differences between these; Conjunction with the city economy, transportation, ecological environment, urban policy and other factors, I find that the reasons for failure in master urban plan implementation. In this basis I will think the content of medium or small-scale cities' master urban plan, and with a view to master urban plan for reference and reference. |
