Research On Changchun City Construction Scheme

Our country is in urbanized key period at present. How to balance the economic and social problems caused by the high-speed urbanization is an important task of current government department. However, in recent years, some local governments go in for city scale blindly and neglect the sustainable development of cities due to the too fast development of urbanization. A series of "urban disease" are caused. The study purpose of the paper is to find out a way to improve the layout quality and to ensure the sustainable development of the performance through analyzing the problems of the layout of urban construction. Basing on the reality of fast development of Chinese urbanization, the paper contains the rational judgement for macroscopical environment and trend of urban construction in Changchun city by means of the objective description of evolution background of urban construction layout in Changchun. Pointing at the two main aspects of people's livelihood problems caused by the random alteration and layout in the urban construction layout of Changchun city, the paper put forward the solutions of development strategies in cognition idea to urban construction layout from macroscopical, layout supervision mechanism from middle and urban construction development from microscopic view.There are four parts in the paper.Party I: Make contrast analysis for concepts of urban construction layout from two aspects. Firstly, under traditional planned economy system all levels of governments arrange and manage town and country production and people's living through the development in economic society of national economic plan and urban construction. The urban construction layout is only continue and concretion of national economic plan. Secondly, on market economic conditions urban construction layout has become an important means of governments for the space development and comprehensive adjustment for urban construction from adjusting and controlling construction development of substance entity to studying economic, social and environmental problems. It is an important public policy of governments. Governments have important functions in performing macroscopic readjustment and control, actualizing microtacticity, carrying out social management and offering public services, etc, which is also an important content of public management of the government.Party II: Make analysis for evolution and background of urban construction layout of Changchun city. This part firstly mentions evolution of urban construction layout in Changchun city, and experienced initial stages (before 1930), of construction period of "False Manzhou" (from 1931 to preliberation), restoration and reconstruction period (postliberation to reform and opening-up) and fast construction period (after reform and opening-up). In the four periods the development of urban construction layout is closely related with economic and social development. It is greatly influenced by exterior factors in a large degree. Then the part analyzes the two parts from the background of urban construction in Changchun city, one is the national macroeconomic background and the other is development chances faced by construction of Changchun city. The topic that the urban construction of Changchun city is and will- be still in a fast development stage is clear accordingly. It has a very important practical significance to offer basic platform for urban development strategy and tb deal with social and environmental problems produced by too fast urbanization.Part III: Make analysis for the problems in the urban construction layout of Changchun city. These problems are mainly represented in three aspects. The first aspect is that the game between the rigidity of layout and elasticity of government always ended with the rigidity is overthrew. The problem of "disabled layout" is a difficult problem faced by many cities. And analyzes the"disabled layout"in deeper level. The current unreasonable benefit distribution system and cadre assess system accelerate the continuous alteration of layout, which become the important reasons of continuous adjustment and alteration of layout. The second aspect analyzes all various problems of people's livelihood directly or indirectly caused by the layout, including serious damages to the environment and bad establishment of disposing sewage and rubbish, increasingly nervous traffic, water supply and public sanitation and security.Part IV: Make analysis for the countermeasures of urban construction layout of Changchun city. The countermeasure analysis contains three aspects. Firstly, it puts forward that "As the important component of governmental public policies, the urban construction layout shall be the social practices combining scientific technology engineering, governmental actions and democratic participation". Secondly, it puts forward that "it is expected to establish a healthy layout supervision system in deed and make the system exert functions effectively". Thirdly, it puts forward that "improve resources distribution and usage efficiency to lead the expansion of the city with the idea of 'tightened city".
