China is a large agricultural country, the problem "three dimensional rural issues " which mainly refers to the agricultural industrialization issues, has always been an important issue for the economic development of Chinese. After entering the WTO, the focus of the agricultural products development has been from the "production field" to the "distribution field " and "marketing field". The farmer's market belongs to the terminals sales of the agricultural products, and it is of vital importance to the daily life of urban residents, so it becomes the important issues of the current city commercial research.Recently, the phenomenon "the farmer's market turns into the supermarket " (FTS)is much in vogue, fresh supermarkets have been vigorously promoted to operate in many regions and cities, however, the result was not optimistic. This paper tries to discover preliminarily the opportunity of the "FTS", based on the theory and practical perspectives of consumers. Drawn from the long run, as the developing of China's market economy, as the level growing of people's income and consumption, as the constant change of the socio-economic environment, the fresh farmer's market must replace the traditional supermarket, however, it has a long-term feature. At this stage, the traditional farmer's markets meet the most consumers' demands, so it is necessary to standardize the planning and building of the traditional farmer's market currently.Therefore, from the sample survey of farmer's markets in Chengdu, there are many problems on the management oversight, the layout of planning and the internal design. This paper used cross-list to approach to the results, and obtained the main factors which affect the market operating. Based on the above analysis, at the same time, from a planning perspective, combined the theories of economics, geography, consumer behavior and other psychological theory, it initially obtained the formation of the farmer's market planning and construction at the three-level guidance: At the macro-level, it was mainly proposed to enhance the attention to the farmer's market planning and construction, meanwhile, set up the relevant supervision and management mechanisms; At the meso-level, it was mainly proposed to put forward the principles and requirements of the overall layout, and derived the corresponding set norms and control system; At the micro-level, it was mainly proposed that market should be made within the guidelines of environmental design requirements, including the choice of form of the market, the internal modeling, and the improvement of the physical environment, and humane detail design.
