The road length increased sharply accounting for 232.5 thousand kilometers from 2001 to 2005, while the proportion of land area for road in that of whole China increased from 0.37% in 2001 to 0.46% in 2005. At present, in accordance with the 26 meters roadbed wide, China's highways occupies 0.3 square km above per kilometer. The State Council pointed out: take measures as advanced technology, reduce high embankment, increase the proportion of bridge and tunnel, reduce land use and land spoil standards of road, rail and other infrastructure projects.Against different stages and segments of highway construction, this paper studies on land saving measures in following aspects such as path design and selection, structures design, facilities along the road design, embankment height and etc. And it proposes that highway construction should be raised with the land development and consolidation, land reclamation and other projects to achieve the land saving requirements. In the end, with the results of cultivated land classification, in the construction of KaiLuo highway, 414 hectares of cultivated land was consolidated, 254 hectares was developed, and 15 hectares was saved, with a total of 683 hectares, with a corresponding increase in grain output of more than 300 million kg.Through this research, the paper concluded as following:(1) Highway construction is a complex projects involving geology, engineering, economic, and many other aspects. From the line design to the assessment after the whole project, land use should be accounted, accounting for less land, less arable land and less high-quality arable land. In program comparison, not only land quantity should be compared, but also the land use type and the quality.(2) Based on the result of cultivated land classification, it can make a comprehensive and clear judgment on the situation of land occupation by the highway. And these results can provide designers a clear understanding of the quantity and quality occupied by the highway in the initial stage of construction. After the highway construction was completed, the results can also be used to evaluate the entire construction and provide reference for future highway constructions.(3) Highway construction is not a separate project, but should be combined with local conditions, and other projects such as land development, land consolidation.(4) By the case study on KaiLuo Highway, it shows that taking positive land saving measures in the various stages of highway construction can play a good result on land saving. It has great reference to the highway construction in the future.
