| Water resources are the basic natural and economic resources and also are the controlled key element of ecology and environment. However, the space-time distribution of water resources in the world is extremely unequal, and also the space distribution of the population, land, mine resource and the development level of economic. The shortage of water resources is becoming the main factor that gradually restrains sustainable development of economic and society. Constructing the cross-basins diversion projects can optimize the collocation of water resources, supplying stable and dependable water to the local, improving ecology environment, accelerating the sustainable development of economic and society. According to incomplete statistics, there are more than 160 large cross-basins diversion projects that have been built, in building or being proposed in the world. Huge society benefits and eco-efficiency in city water supply, shipping, generating electricity, ecology environment, agricultural irrigation, preventing flood and etc. have been made from so many projects .Due to the huge investment and extensive district of cross-basins diversion projects, we are facing the main problems in many built projects, such as, the problems of water resources collocation, management and supply-demand relationship, the problems in the large difficult of administration coordination and the problems in the full use of comprehensive benefits. So research of this projects with harmonious construction and management system will become a important subject to water resources staff. Based on analyzing the main problem of built cross-basins diversion projects, according to the direction of thinking of sustainable water resources development and multi-center governance, the new idea of achieving harmonious construction and management of cross-basins diversion projects has been suggested in this paper, and below is the main points:(1)Based on extensive literature reading, the paper introduced the purpose and signification of the research of cross-basins diversion projects construction and management system, and reviewed the change process of this system in our country.(2) Integrated the construction and management actuality of built cross-basins diversion projects, the paper showed the necessity and function in cross-basins diversion projects building, and analysed the main factors that impact the construction and management of these projects.(3) The paper indicated the theory of harmonious construction and management of cross-basins diversion projects——sustainable water resources development and multi-center governance.(4)Combined with built projects, the paper made a summary of successful experience in harmonious construction and management of cross-basins diversion projects inside and outside of our country.(5) Based on the successful experience in cross-basins diversion projects and in harmonious construction and management system, the paper suggested a idea of harmonious construction and management in water diversion project from Cao' e river to Cixi city in the east of Zhejiang province. |
