Although water resource is a renewable resource, its total amount will not increase or decrease.In a certain period, available water resources is limit in an area. With the city of industrialization,social development and population growth,more and more water resources will be used.At the same time, water quality is constantly deteriorating, and gradually increasing water resource crisis. To sovle these problems of the water resource depends on a rational and effective management system of water resources. Value of water resources is the basis and core of management of water resources, Moreover establishing a value study of the water resource is one key to sovle the probloms of the water resource.In this paper, it is studied what is the value of water resources and how to calculate it. Be briefly analysis the background of the study on water resources value, The value of water resources was intensified in the increaseing conflicts of water resources and economic development. At the stage, with the social and economic development, increased use of water resources。Because a lot of human labor been input in the process of more and more water resource used,It has been a consensus that water resources have value。Has been identified the meaning and theory of water resource value。The value of water resource is the measure standard of the existence and role and changes of water resources,for needs and development of human,be identified in the interaction between people and water resources。Based on the interaction of labor- utility to measure he value of water resource。Using four-quadrant model to analysis theory of water resource value,utility value is the beginning of water resource value, however ,with the demand increasing and a large devotion of laboring, labor value plays increasingly prominent role. In the all interaction process, economic and technology developing lever are the determinants of water resources value theory foundation. In the amount equivalent to the increased demand for socially necessary labor time when the value of the largest water resources.Based on the features and factors of the water resource value,and analysis several accounting methods of water resources value.computable general equilibrium (CGE) model has been used.In the article,it has been described principle and characteristic of CGE model,and present the equations of the CGE model.Baoji City as the example, using CGE model to calculates water resource value is 11.65 RMB/m3 in Baoji city, and using the model to analysis the water resources price change, which has been caused the water resources value influence, effact Baoji social economy and the government decision-making, proposes to reform suggestion of Baoji water resources price.The need to change the understanding of value on water resources, straighten out the price of water management system, change a single price structure.
